Original World: Aria
Aria is a medieval-fantasy-like world; humans, elfs, fairies and other races including even dragon people walk and live around there.
Some people were born having elemental energy within their bodies, wich they call 'mana'. Those people are called mana users, and one's mana can be supressed or released in various ways and affects the enviroment around, as also can be imbued in objects to alter its features. While technology is not much advanced in Aria (it's like 17/18th century), people rely on mana and magic to make their daily life duties easier.
How Aria fell: Even if its inhabitants didn't know it, Astral was the source of all mana in Aria. As it started to become scarce, the world's balance turned unstable and people in Aria started to grow weak and sick. The empress died and the few ones who retained strenght for being born with a privileged amount of mana started to fight among themselves to gain power, and lots of wars started.
Before all the life be extinguished and the world crumbles for real, they needed someone to restore the Astral and bring Aria's land back to how it should be. It didn't need to be a hero. I could be anyone...

Personality: Uran's a cheerful and lively person, and almost totally shameless, wich doesn't fit his ice abilities at all. Though Uran likes to play dumb he's actually pretty smart and has a lot of fun making his interlocutors embarassed during a conversation.
He's loyal and very caring to his friends (though he can be annoying sometimes), but despite it'll take a while before he becomes truly attached to someone. Besides, Uran doesn't care much about social rules and likes to act crazy, and this feature becomes even more noticeable if he's drunk (in this case he will hug and kiss (on the cheeks only) anyone within his range). Also, he has no prejudice towards gender, wich means that even if in a fight against a girl he may try avoiding hitting the opponent in the chest (as much as he'd avoid kicking a guy in the balls), he'll have no shame about hitting her in the face.
Besides this and more than anything, Uran is a warrior. He was a lieutenant in his world, thought he won't expect you to know this. Yes, he seems completely insane most of time, yes he's a sleepwalker, and yes he's addicted to cookies. But he's still is a warrior and have some principles that can't be changed and things he won't give up even under torture.

History: When he was a baby Uran was found in front of a boarding school; he grew up in there and doesn't remember about his parents, though by the data and looks of the only letter left along the basket from the people who left him there his teachers deduced his mother was a nymph. As Uran's ice mana was particulary strong and lacking control, the weather usually changed to heavy winters whenever he was around (even in closed places), so most of people prefered to keep a safe distance from him to avoid being frozen to death; one of the few exceptions was Uran's roomate and best friend Felix, a fire/darkness mana user around his own age. They spent their childhood together and, wishing to improve their abilities and control over it, studied dreaming to be the greatest mages of all times.
But those happy peaceful days came to an end when a war exploded in their country, and on the spring of his 20 years old Uran saw himself fighting in the battlefield in the oposite side as Felix. After many hard and unfinished duels Uran managed to defeat Felix in battle, but was unable to give the final blow to his former dear friend; utilizing this opening Felix stroke Uran with a last heavy blow and sealed his body and soul inside his own spells book... or so he thought. Uran was dragged to Telia, which he at first stubbornly refered as "the world inside the book". Aknowledged by Aequitas, Uran was allowed to stay in Telia and fight for Astral.
Though he is not exactly happy with it and wishes to return to Aria, he's trying to be patient and giving the best he can to fulfill the task fate gave him.

Extra:
Uran can freeze almost anything and is able to create various kind of shapes and weapons from ice (he also can make rimes, rains and snowfall), but the most he uses his abilities in a short period of time, the weaker his magic will be.
He's also extremely vulnerable to heat and any place wich temperature surpasses 30°C is the same as hell to him.
He got sealed before coming to Telia, and because of it stop ageing. Hair and nails still grow though.
His cape is made of embroidered woof mithril (though the remaining clothes are normal). Doesn't matter what you do, it.won't.rip.
Uran’s military suit is the clothing he came to Telia with; it’s one of the few precious things he has to remind himself of his homeland, and that’s why he’s more often seen wearing that. Actually, unless it’s in the laundry he’ll be wearing it for sure.
He has a weakness towards fragile small beings, be them children, pets or living food. It doesn't mean he's a pedo, but he'll act quite of clingy and/or protector near them.
Besides ice mana, he also can use arcane magic; but unlike mana (that he uses naturally) the magic must be chanted or at least whispered to be effective and/or drains a lot of energy from him; he gets very tired after just a few spells. It mostly includes healing and cleansing spells of various kinds.

Relationships (from Uran's point of view):

Shura: They first met on the same occasion Uran met Luka; though both thought the other was plainly crazy at first, the two seems to love annoying Luka (and telling how much he looks like a girl) and don't become mad at each other's jokes, so they got along well... well, that was before Shura invade Uran's home, ogle over his asleep body, force Altima out from her own room and broke lots of mirrors. Actually, Uran doesn't hate Shura but also wouldn't care if he was murdered in a very painful way. Annoying gross pile of living crap that should be damned to eternal torture without any chances to reach the blessing of death. Recently Uran changed his mind and started to think perhaps Shura's role in life is to 'take care' of devoids who are too twisted to be saved.

Seraphiel: Sera was the first angel Uran ever saw, and when they met he panicked because thought he had died. She thinks he's an insane idiot, and maybe has a point there...

Rowena: Uran is not very sure about what she is, because she looks an elf but with a cold grayed skin (he doesn't got the concept of undead ones yet); he's only sure Rowena is a lady, and that's what he calls her. And as she looks smart and nice (and a bit melancholic), Uran doesn't feel like teasing her anyway. He hopes to be able to know her better in the future.

Huina Ezelburn: The first time their glances met, Huina jumped like a mad dog to take the cookies Uran was eating (but didn't succed). He thinks she's pretty cute and quite crazy, almost like a female version of himself. Is afraid of dark places and syringes and blushes very easily. Actual wife.

Altima Rhynis: Uran sees Altima as a polite but impulsive girl, quite prejudiced towards elves. Altima mistook Uran with an elf at first due to his pointy ears and got all "I-hate-you-don't-come-near-or-you'll-be-killed", but the moment he said he wasn't an elf (not that he would care if he was one) she became very embarassed and apologized. For some reason she didn't seem to remember Aequitas' instructions about Telia, and Uran needed to explain lots of things to her. Finally, she asked to stay at his house as she didn't have a place to live. Her room is the one next to Uran's.
_{Actually Altima reminds Uran of a friend from his world he misses a lot, so he's prone to being especially nice to her.}

White Spirit: New housemate. Uran's childhood dream was having a pet, but he never could because the boarding school didn't allow animals, and simply couldn't resist to WS's friggin' cuteness. Uran thinks about WS as puppy most of time, or as a 'petable child' when he's demonstrating his loves for books. And since WS looks so moe, Uran (and Altima or anyone else near) loves cuddling and patting his head. Both Uran and Altima call him 'Puppy'.

Xiohet: Met him on Solear once. Uran finds extremely weird that Xio's cuffed but doesn't seems to care, and he doesn't seems to care much too. They don't know each other well, except by the fact that Uran pities Xiohet for having what he calls an 'unhappy childhood' (though Xio's past was normal to his world) and at the same time feels a bit of envy because WS took a liking on Xio more than himself.
Xio was forced into a (very short) maid dress during the crossdressing event on Senka's castle, and Uran won't forget it so soon...

Claremont [Pinky]: Some bizarrely pink-haired crazy dude who makes tarts. He'll cook, mess the kitchen and run away without saying bye. His foods are also extremely weird and he seems unable to cook anything normal. Uran said he could sleep on the sofa, but probably changed his mind after seeing the kitchen state...

Quintessa Ifrita Nox: She got inside his house falling from a gate on his ceiling. Uran thought funny that her conceptions of demonstrations of love and hate were so upside down, and they passed quite a while chatting and eating icecream. Quin started to feel sick after eating a weird living pie and left the house through a gate in the same awkward way she entered it.

Kami: The mute cute slightly unsocial "dog-girl". Uran invited her to his house for a snack because she seemed lonely, but it took a lot of uncalled effort of his for her to agreed. Since it looks so difficult to put her in a good mood, Uran becomes very proud when sees she smiling even if it's just a sweatdrop expression.

Rozen: Met him during the pajama party event. Rozen calls him "White-o", and Uran calls him "Strawberry". They share a similar happy mood and love for ice and cold places. Uran noticed Rozen is a bit nuts, but he also seems to be a nice person so it's fine. They get along reasonably well. He also noticed Rozen took a liking on Yu.

Yu'Dial My-Tia: Met her during the pajama party event. Uran doesn't know much about her except she has a very 'special' concept of cuteness, gets easily scared, doesn't like cold and took a liking on Rozen (reciprocal feeling). Anyway, Yu looks like a small child in an adult body from Uran's point of view, and he thinks that feature makes her cute.

Rika: One more person he met during the pajama party event, especifically during the pillowfight. Uran thinks about Rika as a lively girl who only wears pink and has a pretty good stamina, but as for her personality he doesn't have a clear idea yet.

Jacke: Has not a good idea of what to think about him. Stoic sometimes, harsh other times and ever with an wary attitude, but doesn't seems to intend any harm. Has nothing to think bad about him.

Katen: Has also not a good idea of what to think about him. Just thinks is a shy kid, more polite than one would wait for.

Frederika: Fredie (like he prefers to call her) is a cute girl who has a big inferiority complex towards her height. Fredie was a newly-coming worldtraveler and got lost in Edda the first time they met; she's a bit shy but highly excitable, the slighest friendly word will make her stammer and her eyes sparkle.

Dilla: A funny woman who looks like an eyepatch-less version of Huina. Dilla is playful, but gets easily irritated; do not mess with her.

Baal: Cute puppy-ish trap. Baal is a shy newcomer in Telia (though he's not that shy anymore after some glasses of absinthe). He gets easily embarassed and seems afraid of what others think of him. Tends to act like a cute child who's trying to turn independant and find his place to be. Baal seems a bit lost about how things work in Telia and gets surprised/shocked about the most normal things.

Eidel: A weird girl. Eidel had fainted from the heat in Oase the first time they met and glomped him as soon as she woke up. Uran shove her away with Dilla's help so Huina wouldn't murder her. Later, they met again in Edda while Eidel was having a panic attack; she burned his finger with static eletricity. But for some reason, Uran doesn't hate her. She had a serious problem and almost died (on truth stayed dead for some days but revived).

Nikita: An arrogant weakling jerk. Talk too high and thinks he's better than others. After being knocked out by Jacke, Xiohet hanged Nikita in his underwear on a church statue. Uran took a pic of that scene and (along with Aegnor) put it o the internet. Now there are publicity of Nikita's humiliation scattered through all Edda.

Aegnor: An interesting guy he met while watching Jacke punching Nikita's face. Aegnor is very talkative and playful, and somehow managed to make Uran drink the triple of his usual (without getting drunk, a miracle!) when they gone to a bar. He seems to have 'adopted' Eidel and Asdaya as sisters; becomes a helpless pervert when is drunk. Is engaged to Doremi.

Valeria Marimay [Val]: Bad mouthing HOLY COW! Be ready to hit or shut (her) up forever.

Asdaya: A funny short girl who wears indian clothes. Uran heard people say she's good at cooking, but he never ate anything made by her to check if it's true or not. She's very noisy and lively, and likes milk.

Chronos: The second guy Uran met in Telia who walks around covering almost all his face (the first one was Jacke). But unlike Jacke, Chronos sees to have a reason for that behavior. He's a quiet and kinda shadish guy that ever talks in a vague tone, and has trouble to understand jokes. Is not a bad person. His pet is creepy and glows in the dark.

Doremi: A princess of music. Well, that was the first impression Uran had about her. On truth she's a real princess and a muse in her world. She's very gentle and is engaged to Aegnor. Her pet Treble is a trickster little thing that likes to slip inside people's clothes and tickle them.
